Redevelopment Department
The City of Terre Haute Department of Redevelopment assists in creating and maintaining a vibrant, prosperous, economically balanced community offering housing and employment opportunities for low- to moderate-income citizens. Through the administration of programs designed to eliminate slum and blight, create affordable housing opportunities, build and maintain the physical infrastructure of eligible neighborhoods, provide for urgent need, and facilitate economic development activities, the Department works diligently toward improving the quality of life for all citizens.

Positions and Nature of Work –
Executive Director
Cliff Lambert
Overall management and operation of the Department of Redevelopment in
accordance with the work program, budget, and personnel policies of the
Redevelopment Commission. The position is the chief administrative
office of the Department of Redevelopment.
Real Estate Administrator
Dean Branson
Coordinates and administers the Department's responsibilities related
to acquisition and disposition of real property, demolition of
condemned buildings, recovery of demolition sites and the finance of
development projects.
Public Works Administrator
R. David Walker
Coordinates and administers the Department's programs for the design
and construction of public improvements, such as street pavement, curb,
gutters, parks, buildings, and facilities.
Housing & Community Facilities Administrator
Mike Kass
Coordinates and administers the Department's programs for community
facility rehabilitation, housing rehabilitation, new residential
construction, and housing counseling.
Redevelopment Grants/Planning Administrator
Phil Kesner
Provides technical and research assistance to the Department in
preparing reports, plans, and studies for projects undertaken by the
Department. The position writes and administers grants, often for
non-profit agencies, and partners with other organizations and
governmental units to oversee and facilitate grants management and
technical assistance. This position also assists with the set-up and
documentation required for the Federal IDIS system and maintains
the Department's Web sites.
Finance Administrator
Cynthia A. Chandler
Provides on-going financial analysis for Redevelopment accounts by
preparing monthly computer-generated reports for monitoring contract
expenditures as required by law. The position coordinates the
Department’s withdrawal of funds through the Federal IDIS system and is
the local administrator for the IDIS system. The position is
responsible for preparing the Department’s payroll, insurance and
pension documents, along with accounts payable and accounts
receivable.

Provides secretarial functions for all programs administered by the
Department of Redevelopment.
