City of Terre Haute Awarded $664,875 Federal Grant to Enhance Infrastructure Near Regional Airport and 181st Intelligence Wing
Terre Haute, IN – June 18, 2025 – The City of Terre Haute has been awarded a $664,875 grant from the U.S. Department of Defense’s Office of Local Defense Community Cooperation (OLDCC) to support strategic infrastructure improvements near the Terre Haute Regional Airport and the 181st Intelligence Wing of the Indiana Air National Guard.
The project—Hulman Field ANGB Readiness—will be led by the City’s Engineering Department and includes a comprehensive water and sewer study. This effort will identify solutions for extending utility services to currently unserved areas on the south side of the airport, unlocking more than 800 acres for future development. The improvements will enhance utility access for the 181st Intelligence Wing and surrounding areas, bolstering military readiness and enabling economic growth on Terre Haute’s east side.
“This grant is a major step forward in addressing critical infrastructure needs while supporting future growth on Terre Haute’s east side,” said Marcus Maurer, City Engineer. “It strengthens our partnership with the 181st and the airport and opens the door to development that could drive job creation and long-term success for our community.”
This achievement is the result of a coordinated effort among the City of Terre Haute, the Terre Haute Regional Airport, the 181st Intelligence Wing, and the West Central Defense Network—a regional initiative dedicated to fostering collaboration between military installations and the surrounding communities.
Craig Maschino, Executive Director of the Terre Haute Regional Airport, remarked, “These improvements will be a game-changer for both our operations and the economic outlook of the region. We’re fortunate to be part of a community that recognizes the strategic importance of infrastructure investment.”
Colonel Ryan Harvey, Commander of the 181st Intelligence Wing, added, “Reliable infrastructure is essential to mission readiness. This project enhances our ability to serve the community, state, and nation effectively, while deepening our connection to the local community.”
Project execution is set to begin immediately, with the initial planning and procurement phases scheduled for summer 2025. The full scope of the study will be completed by June 2026. Updates on progress and key milestones will be shared with the public as work advances.
