Core Position Responsibilities as Chief Information Officer

 

  1. Strategic Management:
  • Oversee the day-to-day operations of the city's IT department, ensuring smooth functioning of all systems and services.
  • Develop and implement IT policies, procedures, and standards to maintain efficiency, security, and compliance with relevant regulations.
  • Lead and mentor a team of IT professionals to deliver high-quality support and solutions.
  • Infrastructure Management:
    • Manage the city's IT infrastructure, including networks, servers, and software applications, to meet the needs of various departments and ensure reliability and scalability.
    • Plan and execute technology initiatives and projects within budget and timeline constraints.
  • Stakeholder Collaboration:
    • Collaborate with department heads and stakeholders to assess IT needs, prioritize projects, and allocate resources effectively to support city initiatives and goals.
    • Serve as a liaison with external agencies, partners, and vendors on IT-related matters.
  • Vendor Management:
    • Manage vendor relationships and contracts for IT products and services, negotiating terms and ensuring compliance with service level agreements.
  • Security and Compliance:
    • Develop and maintain disaster recovery and business continuity plans to minimize disruptions and protect city data and operations.
    • Ensure compliance with information security best practices and regulations.

    Additional Position Responsibilities:

    • Lead and mentor a team of IT professionals, including system administrators, network engineers, project management, communications coordinator, and help desk staff, to deliver high-quality support and solutions.
    • Commitment to continuous learning and professional development, staying abreast of emerging technologies, industry trends, and management best practices.
    • Collaborative Leadership:
    • Work proactively with other city officials to accomplish administration goals.
    • Supports all aspects of the City’s computer systems.
    • Maintains and plans the departmental budget.
    • Supervises and directs IT staff.
    • Establishes and maintains good rapport with software vendors.
    • Negotiates contracts and prices with vendors and suppliers.
    • Monitors and reports the IT intern’s work performance to applicable university.
    • Assists City’s PC users with daily computer operations.
    • Reviews and implements new software as requested.
    • Recommends IT purchases.
    • Monitors and establishes technical-internal communications, e.g., cell phones, radios.
    • Ensures backup to the City’s computer systems.
    • Establishes system accounts for City PC users.
    • Orients new City’s PC users to available software.
    • Monitors and ensures City computers are being used for business purposes.
    • Monitors and ensures the City’s PC kept in good condition.
    • Secures the information maintained on the City’s network system.
    • Monitors junk mail and viruses being filtered through the City’s PCs.
    • Tracks and maintains software licenses.
    • Troubleshooting on software and equipment.
    • Staffs and manages employees of the IT Department.

    Core Knowledge/Skills/Abilities Required:

    1. Experience and Education:
    • Bachelor's degree in computer science, information technology, or a related field.
    • Minimum of 5 years of experience in a managerial role in IT.
  • Technical Skills:
    • Comprehensive understanding of IT systems, infrastructure, and operations.
    • Proficiency in project management methodologies and tools.
    • Familiarity with various communications systems and devices.
  • Leadership and Communication:
    • Strong leadership and interpersonal skills.
    • Excellent communication skills, both verbal and written.
  • Problem-Solving and Decision-Making:
    • Strong problem-solving and decision-making skills w/ ability to multi-task.

    Special Consideration:

    • Previous experience in the public sector – municipalities
    • Familiarity with social media

    • Experience in the Windows environment
    • Familiarity with the Apple environment
    • Willingness to travel on occasion
    • Willingness to attend meetings after hours and on weekends
